If you’re seeking to immigrate to the city of Montreal, or any other city in the province of Quebec as a skilled worker you must meet their requirements, not those of the Federal Skilled Worker Program.

Provincial Nomination certificate of Quebec is called the Certificate of Selection (Certificat de Selection du Quebec). An approved CSQ holder must file an application with Canadian Federal Immigration authorities for permanent residence.
26 maximum points are given for education
6 maximum point are given to applicant for experience
English/French language test can get you maximum 22 points
Based on spousal can get you maximum 17 points
Valid job offer can help you gain 10 points
